FOUNDING CHARTER OF THE OWK
(Valid version of amendment from August 1, 2001)
PREAMBULE

I.
The Other World Kingdom (hereinafter "OWK") recognizes the natural and general superiority of Women over male creatures.

II.
The OWK is founded in honor of the privileged position, rights and untouchable freedom of Women.

III.
OWK respects the rights of Women to own slaves of both sexes.

IV.
The Lady Founder of the OWK is Queen Patricia I.

V.
Lady Citizens and subjects of the OWK are required to abide by the provisions of the Founding Charter, Laws and Decrees that are together referred to as the Lawful Standards.

VI.
a)
The highest Lawful Standard is this Founding Charter, whose provisions may not be contradicted by any Law or Decree.

b)
The Law may not be contradicted by any Decree.

VII.
The Lawful Standards of the OWK take effect on the date of signature by the Queen and are considered valid on the date of publicizing in any publicly accessible form.

CHAPTER ONE
Basic Provisions

Article 1
The OWK is a sovereign and unified absolutist slave monarchy on the basis of a Matriarchy, in which male creatures are generally considered to be of lesser value and subordinate to Women.

Article 2
Male creatures are one and for always deprived of the possibility to actively take part in the political life in the OWK, and may not hold any state function, submit charges to courts, they have no demand to titles and recognition and may not carry a firearm.

Article 3
At the front of the OWK stands the Queen, who is the source of all power: She governs directly or through the Office of the Supreme Administrator or through other organs, offices and institutions created by and subordinate to Her Majesty.

Article 4
The Queen holds the official title of "Her Royal Majesty"

Article 5
The Queen's power is determined to all Lady Citizens and OWK subjects and the Queen may enforce such power according to Her own consideration or within limits and by methods that are established by the Lawful Standards of the OWK.

Article 6
a)
Every Lady Citizen may do whatever is not explicitly forbidden by the Lawful Standards.
b)
No subject may do anything that isn't permitted by the Lawful Standards or the Queen.
c)
The Queen may direct the subject to do even such things that no Lawful Standard directs.

Article 7
a)
Lady Citizens are non-punishable for any committed violation or criminal act outside of violation of the basic principle of Female Superiority.
b)
If guilt is proven of a criminal act perpetrated against a Lady Citizen, Her slave or a public whipping boy will be punished instead of Her.
c)
Law no. 4 - Crimes Code, further governs these matters

Article 8
No male creature may hold any working position in the OWK without having a superior Female supervising him.

Article 9
No male creature in the OWK may make any decision that could influence in any way any Woman, without being told to make such decision by or being approved by a Woman.

Article 10
The Queen's Guard maintains responsibility for upholding the Lawful Standards of the OWK, and is directly subordinate to the Queen or possibly other organs of state power organized for this purpose.

Article 11
The territory of the OWK does't have to form a single whole and may be constantly expanded without any territorial limitation whatsoever.

Article 12
The OWK isn't bound by any international treaties, agreements or customs, to which it has exclusively joined through its legal representative.

Article 13
a)
Law no. 1 - the Law on Citizenship - governs gaining and loss of Citizenship.
b)
Law no. 2 - the Law on Bondage governs gaining and loss of Bondage for subjects
c)
Law no. 3 - the Law on Enslavement - governs gaining and loss of human rights for slaves

Article 14
The official languages of the OWK are Czech and English

Article 15
The currency unit of the OWK is the DOM.

Article 16
The capital city of the OWK is Black City.

Article 17
Symbols of the OWK are the State Coat of Arms, the State Flag and the State Seal and the State Hymn.

Article 18
The symbol of the Queen's power is the golden Ruling Crown, the Queen's Whip and the golden chain with the Female Cross.

CHAPTER TWO
Legislative Power

Article 19
a)
All legislative power belongs to the Queen.
b)
The Queen is authorized to issue, repeal and change any Lawful Standard in the OWK.
c)
The Queen is authorized to establish a Legislative body formed from Lady Citizens of the OWK.
The Queen, Who has the right to veto, must approve the Lawful Standards accepted by this Legislative Body.
d)
The Queen may recall at any time a Lady Member of the Legislative Body or name any Member to such body.
e)
A Lady Member may relinquish Her mandate at any time.

CHAPTER THREE
Executive Power

Article 20
The Queen is the head of the OWK and its one and only Lady Ruler.
The Queen may loose Her function only on the basis of Her own decision thereof.

Article 21
a)
The Queen's function is ancestral.
b)
In the Event the Queen relinquishes Her position, Her oldest direct descendent of the Female sex shall take over for Her.
c)
All direct decedents of the Queen, Who are of the Female sex, earn the official title "Her Highness" directly from birth.

Article 22
Institute of the Supreme Administrator of the OWK
a)
All administrative, tax, visa, passport and business matters related to activities of the OWK are performed by the Office of the Supreme Administrator, which is directly subordinate to the Queen.
b)
The Queen names and may recall the Supreme Administrator.
c)
If the Supreme Administrator is not named, the Queen shall hold such function.

Article 23
Aside from Her ruling position the Queen may perform the following within the framework of Her executive power:
  • Forgiveness, lessening and harshening of court decisions made by the State Court
  • Represent the OWK abroad
  • Sign international treaties
  • Accept Lady Ambassadors of other countries and organizations
  • Name a Lady Ambassador of the OWK to other countries
  • Dispense Citizenship
  • Dispense recognition
  • Has the right to provide amnesty

CHAPTER FOUR
Court Power

Article 24
The Queen directly performs court power through the named Lady Judges from the ranks of Lady Citizens.

Article 25
The Lady Judge decides on the guilt and punishment for violation of the Lawful Standards of the OWK.

Article 26
The Lady Judge is named by the Queen for an indefinite period and only the Queen may remove Her from Her function.

CHAPTER FIVE
Final Provisions

Article 27
Only the Queen may change, adjust or amend the wording of the Founding Charter.

Article 28
This Founding Charter takes effect on the date of its signing.
