DECREE GOVERNING RULES OF BEHAVIOR WITHIN THE AREA OF THE QUEEN´S PALACE

§1
Basic Provisions
  • Within the Territory of the OWK a Woman is considered to be a superior being towards male creatures.
  • Women always and everywhere hold priority over all male creatures.
  • Within the Territory of the OWK the Woman has the right to such behavior towards them by male creatures that corresponds to Her superior stature

§2
Clothing
  • Within the Territory of the OWK no type of clothing for Women or male creatures is prescribed with the exception of the provisions in Paragraph b) §2 of this Decree.
  • Every male creature is required to wear a collar around his neck, 24 hours a day every day as a sign of his inferior status.

§3
Photographing and Filming
  • Within the Territory of the OWK it is prohibited to take any film or photographic record with the exception of obtaining paid photography from among the OWK staff.
  • Only the Queen can provide exceptions.

§4
Only for Women
Within the Territory of the OWK male creatures are prohibited from using:
  • chairs, benches and armchairs with the exception of low wooden stools
  • tiles within the Palace Courtyard
  • public transportation
  • cellular phones in public places

§5
General Behavior Towards Women
  • Every male creature is required to behave towards every Woman with the maximum honor, politeness and humbleness.
  • Every male creature must constantly behave towards Women to provide them the maximum possible comfort and peace of mind

§6
Annoyance Prohibited
  • a male creature may not speak to a Woman without being called upon to speak, except for greetings and thanks.
  • If a male creature thinks that he has a serious reason to speak to a Woman, he must first explicitly ask for permission to speak with Her.
  • male creatures may never physically block the movement or stand in way of a Lady present.
  • male creature may never and nowhere annoy a Woman by his behavior, act, by noise or by smell.

§7
Labeling of Slaves
Every man must be constantly labeled in accordance with the provisions of §11 of Law no. 3.

§8
Nighttime Quiet
  • From 11:00 p.m. to 8:00 a.m. it is prohibited to perform any loud activity that could disturb a Lady present within the Area.
  • An exception is operation of nightclub Wanda, during State Celebrations or other large events

§9
The Queen's Palace
  • Entrance to the Queen's Palace is only permitted:
    • During guided tours, accompanied by a Lady Guard
    • During a program at State Celebrations
    • Upon entrance into the prison accompanied by a Lady Guard
    • Upon entrance to rented area, i.e. a relaxation tract, school or torture chamber in the tower accompanied by a Lady Guard
    • During acceptance of a new slave or trainee for a retraining visit
    • Upon invitation by the Queen
  • male creatures and slaves entering the Queen's Palace must be dressed so that their clothing covered their entire body including genitalia, ass and upper parts of the body.
  • An exception to Paragraph b) § 9 is formed by creatures brought in for a court hearing, public punishment, sale and creatures staying in the reception room, underground prison or torture chamber located in the Tower.

§10
Behavior during the playing of the OWK State Hymn
During the playing of the OWK State Hymn, Women are required to stand and male creatures to kneel on both knees, no matter where the State Hymn is heard.

§11
Sex in Public
  • It is prohibited to perform any sexual activity in public places.
  • Sexual activity that is prohibited in public places also includes any activity connected with the anus of a male creature.
  • §12
    Behavior of Ladies Towards foreign slaves
    • Every slave is the private property of some Women, and the other Ladies must behave accordingly.
    • Without the permission of the slave.s Lady Owner, feeding, rendering of harsh physical punishment of to use for personal services such as service in a restaurant, cleaning of shoes, pulling rickshaws, dressing, shoeing, and offering sexual gratification and the like are prohibited. Public slaves according to § 13 are designated for performing such services.
    • One face-slap or stroke with a whip is not considered a harsh punishment but rather a reminder.

    §13
    Using Public Slaves
    • Slaves designated for public service for all Ladies present are visibly marked or it will be explicitly indicated to Ladies present.
    • Slaves designated for public service may only be used for the activity to which they are designated.
    • Harsh physical punishment of public slaves is only possible with the permission of a Lady Member of the Queen's Guard.

    §14
    Use of Public Facilities
    • All Ladies in the Area are authorized to use public facilities, environs and areas.
    • After use of a public facility and means it is necessary to return them to the original state and place.
    • The one who causes possible damage or destruction of a public facility or means is required to pay for damages incurred.
    • If this person who damages or destroys something is a slave, his Lady Owner is required to pay for damages incurred

    §15
    Insurance and Other Risks
    • Persons and slaves enter the Territory of the OWK at their own risk and are not insured in any way against anything by the OWK.
    • Every person or slave upon entering the Territory of the OWK takes into consideration the fact listed in paragraph a) §15 and pledges that in the event of health problems or injury he will not demand any compensation from the OWK.

    §16
    Responsibility
    The OWK carries no responsibility for behavior or act of private persons staying within the Territory of the OWK, nor for the consequences caused by this behavior or act.

    §17
    The Queen's Guard
    Every person or slave staying within the Territory of the OWK is required to uphold the directives of Lady Members of the Queen's Guard pursuant to Decree no - 1B/2001.

    §18
    Expulsion
    • The OWK reserves to right at any time to expel a person or slave, who has seriously violated the provisions of this Decree.
    • In the event of expulsion from the OWK no already paid fees for staying or accommodation are returned, in part or in whole.

    §19
    Complaints and Claims
    • Only a Woman is authorized to bring forth complaints and claims against the behavior or act of other guests in the form of an oral complaint to any Lady Guard or in writing to the address of the Office of the Supreme Administrator.
    • Only a Woman is authorized to bring forth complaints and claims against an act or behavior of the personnel in the form of an oral complaint to a Lady Guard, record in the Complaints Register located in the reception hall of the Long House or in writing to the address of the Office of the Supreme Administrator.
    • The OWK shall pay no attention to complaints and claims brought forth in another manner or unauthorized person

    §20
    Closing Provisions
    • This Decree assumes validity on the date of its signing.
    • This Decree takes effect on the day it is publicized on the official OWK Web site.
