Definition of Civil Court
  • The Civil Court is an Institution governed by the OWK, whose goal is to judge and punish violations and criminal acts by male creatures against Women, which do not fall under the jurisdiction of the State Court.
  • For the actual course of processes of the Civil Court, the same rules apply as for State Court processes pursuant to Law no. 4

Lady Judge of the Civil Court
  • The Queen of the OWK names and may recall the Lady Judge of the Civil Court
  • The Lady Judge has the right to the title "Her Excellence"
  • The Function of the Lady Judge is a State Function pursuant to Decree 4B/2001

Criminal Complaints to Civil Court
  • Any Lady may file a criminal complaint against any male creature.
  • A perpetrator of any violation or crime may also file a complaint on himself
  • Criminal complaints that don't fulfill reasonable doubt of the committal of a crime or complaints on persons falling under the jurisdiction of the State Court will be dismissed
  • It is necessary to send the criminal complaint to the Office of the Supreme Administrator in writing no later than 14 days prior to holding Civil Court
  • If the defendant does not appear voluntarily at Civil Court, the case shall be thrown out
  • No financial fees are charged for the functioning of Civil Court

Verdicts of the Civil Court
  • There exists no possibility to appeal against the verdict of the Civil Court, and submittal of a request for mercy is impossible.
  • Both Parties - both the plaintiff and the defendant are required to respect the verdicts passed by the Civil Court.
  • In the event of not respecting the verdict of the Civil Court, the person will be added to the OWK Black List.
  • If the convicted creature is registered in the International Register of Slaves (IRS), the crime as well as the verdict will be recorded.
  • In the event he is found guilty the convict is immediately sentenced.
  • The Civil Court may sentence convicts only to performance of corporal punishment of public humiliation, with the exception of the provisions of paragraph d) 6 of this Decree.

Carrying out Sentence
  • Sentences against convicts shall be performed without unnecessary delay, with the maximum strictness and in public.
  • Punishments are performed under the personal supervision of the Lady Judge. If the Lady Judge decides that the punishment was not performed with the maximum strictness possible, She may order either the entire punishment or its part repeated.
  • In the case of refusal to voluntarily submit to the sentenced performance of corporal punishment, the convict will be expelled from the OWK and added to the OWK Black List.
  • If the convict is not capable of having his sentence carried out due to health or other serious reasons, even in part, the Lady Judge may chose to administer an alternative punishment of imprisonment or fine.
  • After serving his sentence the offender may not be punished for the same crime.

Closing Provisions
  • This Decree assumes validity on the date of its signing.
  • This Decree takes effect on the day it is publicized on the official OWK Web site.
